Passport is just a travel document. There are lots of people (millions) haven't got a passport.

passport is a travel document only a citizen can get. foreigners cant get a passport from a country they're not citizens.

of course there are citizens without passports. you will be bounded to the country of your citizenship even if you dont hold their passport. ( travle document )
