Although Samwell is questioning which influences the other (no pun intended), it's also possible that it's both, as mentionned by Ted Ueda:
White walkers are known to come during winter
(so they come out and go where it's cold)
It's getting even colder when white walkers are coming
(it's mentioned that it's getting even colder in the prologue of aSoS, as well as in the end of chap 18, when Samwell kills a white walker)
Since, according to GRRM "The Others can do things with ice that we can't imagine and make substances of it.", it seems fair to imagine that they can make the weather colder.
However, we can suppose it would be of little use during the summer, so they would have to wait for winter to be at their full potential.

Since there are winters that happened without others appearing, we can conclude that winter is a phenomenon that happens independently. It's however possible that the others make the winters worse (since they appear during the longest and coldest), But I think the amount of power it would require to affect the whole world (or at least westeros) is tremendous and supposing that the Other have such power would affect the balance with fire too much. Also, I guess if they had enough reach to make it cold enough to snow in king's landing, they could raise dead beyond the wall.
