Yes, the advice given in the answer is technically correct and follows standard baking principles. The problems the original poster faced (inconsistency, hard texture, "biscuit-like" crumb) are exactly what happens when you skip the techniques mentioned in the answer.
Here is the breakdown of why the advice is true:
    * The Creaming Method: The text correctly identifies that butter and sugar must be beaten (creamed) first until pale and fluffy. This traps air bubbles, which act as leavening agents. If you just "dump everything in" (the all-in-one method) without specific recipe adjustments, you get a dense, heavy cake (referred to as a pusnambuwa in the text).
    * Weight vs. Volume: The advice to ditch measuring cups for a digital scale is accurate. Cups are notoriously inaccurate for baking (especially for flour). Weighing ingredients ensures the ratio is perfect every time, solving the "sometimes sweet, sometimes egg-y" inconsistency.
    * The "Pound Cake" Ratio: The suggestion to weigh the eggs and then match that weight for sugar, butter, and flour is the classic formula for a "Pound Cake" or Butter Cake. It is a fail-safe ratio.
    * Do Not Over-beat: The text correctly warns against using the beater after adding flour. Beating flour activates gluten, which makes the cake tough and hard (like a biscuit). Folding gently with a spoon keeps it tender.
    * Bakery Trick (Syrup): The tip about brushing sugar syrup on the crust is a common bakery technique to keep cakes moist and soften the outer crust.
Summary: The advice is sound. The user's failures were due to poor technique (mixing all at once) and inaccurate measurements (volume vs. weight), not just ingredient quality.
