This is only an example of how law and order has deteriorated over the years. All are to blame. Police, Drivers, Passengers, courts , etc.
When the private buses are driven in reckless manner first the passengers should take immediate action. Tell the driver that you are going to report they will not drive recklessly. I did it once ! I did not get the full support from the people inside , but I explained to them that next time they will be on the road when such reckless driving on the road and some supported me. The driver initially was aggressive towards me but soon he knew that I was getting support. So he did not drive recklessly. I threatened that I would phone 119. This was more than 10 years ago!
Next the Police are also to blame. Most of them do not charge bus drivers as they give money to Police for their activities daily, or weekly. So even after a fatal accident the Driver is treated well .
The attitude of the Courts in sri Lanka needs a change. I saw a mother being jailed for reckless driving in UK. She was over speeding and and had to break at a hump and the child was thrown out due to speed. She lost Sher child, but was jailed for the offence. The offence was speeding. I can assure that such a punishment would not be given in Sri Lankan courts.
Fatal accidents are treated very lightly by courts , police and rest of us except the parents or loves ones of the deceased.
so stop blaming others take action. Drive carefully and let others to do the same.
