Not sure Machan. But වැඩිපුරම ඕක වෙන්නේ BITS(Background Intelligent Transfer Service) එක නිසා. ඒක Disable කරලා බලන්න.

Go to Control Panel --> Administrative Tools --> Services
(or just type "services.msc" in run and hit enter )

search for BITS and Stop it and go to properties and disable it.
