So can't we take just Central bank discount rate of 7.5 (2012) for considerations to make it super simple. which makes increment 232.56 for 10000

Normally for NPV the inflation itself doesn't calculate as the discount rate machan.
NPV is okay for an investment appraisal. but for things like living cost u need to go a bit deep with complex formulas like Fisher equation.
