The SIM cards contains two keys. One is the usual IMSI number and the other is named Ki (Authentication key)
These are in your mobile carrier's databases.

To clone - you basically needs both these keys.

There were three algorithms used for the Ki key exchange. These were COMP128v1, COMP128v2 and COMP128v3.
As far as I am aware the old SIMs that used COMP128v1 could be broken as this algorithm was hacked or somehow the hackers came to be aware of it. Also it was a flawed implementation and what's called a Narrow Pipe attack was devised to crack it.
So only these COMP128v1 could be cloned.

The modern SIMS use better encryption and use the MILENAGE algorithm set. From the days of 2G the AKA protocol was established and currently it's AKA with the MILENAGE algorithm.
If anyone likes more info these details should be available from the 3GPP site.

With these implementations, it's now a master key K, a tweak value OPc and
more operator-defined values r1, …, r5, c1, …, c5 are used.

So these are not easily cracked and hence I don't think that cloning is possible.

However, there is a possiblility of cracking using special lab equipment and what's known as a Side Channel Attack (SCA), but certainly not at home.

Remember the scandal a few years ago....
NSA and/or GCHQ hacked into the Dutch SIM card manufacturer Gemalto, stealing the encryption keys for billions of cell phones - they (The Intelligence guys) did this to eavesdrop into user's phones
