    I don't think Apple will ever do so.

    Very similar thing happened with Boston bombing suspect, his iPhone was locked and FBI wanted to unlock it and they asked apple to do so, when apple refused, then they even gave a technical solution and asked apple to implement it( In simple terms, they asked apple to make an special update for that specific iPhone removing the pin count lock, so FBI can brute force the PIN)

    Then FBI went to a some hardware security company and they unlocked the phone for them using a very sophisticated method.

    This happened to an old iPhone that did not have modern hardware security mechanisms like secure enclaves and the OS was old with known vulnerabilities.
    AFAIK Apple will unlock but access to data is not going to work unless there's someone who is added as a Legacy contact. He should also know the key which is created at the time he gets added.

    I read somewhere that the US authorities have a backdoor (as a requirement) in Apple software, I think it was added some 5 years ago, but not admitted in public. Apart from that, Sri Lanka is a non entity, I don't think they will give much attention to a request. Or there will be never ending formalities. Lol.
