if someone want learn and speaking an English in proper way, so he must have surround with proper English speakers.
but in Sri Lanka English learners are only surrounding with people who got same accent as themselves and blending our own Native dialect with English.
This is the major reason still we are in low level at English proficiency.

Nah. It's just people are not using it as much and more importantly asikiland people don't want to learn English.
When I was doing A/Ls most people did not go to the general English class. Instead they used to play or study other subjects.
The same people are going to different kinds of English classes(Spoken, Writing, bla bla bla) now even after finishing 3 or 4 years in the university.

අපේ රටේ ළමයි ඉංග්‍රීසි පොත් කියවනවා අඩුයි. ඒ නිසා තමයි ඉංග්‍රීසි දුර්වල.

ඉංග්‍රීසි හදාගන්න ආස අය ඉන්නවානම් ඉංග්‍රීසි පොත් කියවන්න. ලොකු ලොකු පොත් නෙමෙයි ඊනිඩ් බ්ලයිටන්ගේ "Famous Five" "Secret Seven" පොත් වලින් පටන් ගන්න. ඒ පොත් ඕන තරම් කොළම මහජන පුස්තකාලේ තියෙනවා.

නැතිනම් TinTin, Asterix වලින් පටන් ගන්න. මම පොඩිකාලේ ඉස්සෙල්ලම තනියම කියවපු ඉංග්‍රීසි පොත මට තාම මතකයි. ඒ "TinTin - The Calculus Affair" පොත.

ලංකාවෙ ඉංග්ලිෂ් මීඩියම් කරන්න අමාරුයි බන් .සමාජෙ හැටියට.
මොකද භාවිතාවක් නැහැ නෙ. කරනවා නම් අර කැම්පස් වල වගෙ ඔක්කොම මුළු ඉස්කොලෙම ඉංග්‍රිසියෙන් කරවන්න ඔනෙ. ඔය බණ්ඩාරනායක සිංහල රාජ්‍ය භාෂාව කරන්න කලින් එහෙම තිබ්බාළු .ඉස්කොලෙ එක පන්තියක් ඉංග්ලිෂ් මීඩියම් කරලා අනෙක් උන් සිංහලෙන් කතා කරද්දි ඉංග්ලිෂ් මිඩියම් එවුන් දිහා අනෙ උන් බලන්නෙ හෙන වෛරයකින් වගෙ. එතකොට ඉංග්ලිෂ් මීඩියම් එවුන් අනෙක් සිංහලෙන් කරන උන් දිහා බලන්නෙ අඩු කුලෙ එවුන් වගෙ.
අනික රටෙම ඉන්ග්ලිෂ් මීඩියම් කරන්න නම් ඉස්කොල ටික උගන්වන ගුරුවරුත් ඉංග්ලිෂ් හොඳට තියෙන්නෙ එපැයි.

මචන් ලංකාවේ රාජ්‍ය භෂාව සිංහල විතරක් නෙමේ tamil language ඒකත් රාජ්‍ය භාෂාවක්, english තියෙන්නේ link language එකක් විදියට, හැබැයි ඉතින් දැන් කාලේ හැටියට english නැත්නම් private sector එකේ ජොබ් එකකට යන්න අමාරුයි
