If the upper floor has its own address, you can apply for a SLT land line with that address. if not, you can apply for a 2nd line for your address.
However, if yo plan to rent out the floor, doesnt make much sense to offer a land phone for which you will have to pay the bill for and most everyone who stays for rent will choose to use their own phone.
