Either they are taking money on certain exchange rate which will be affected to the debt, in other words they dont need to suffer for the money as it will change due to policy changes in the banks (international or offshore accounts)

or they need to sell something from LK to abroad any other country which is stable amount - which is not effected the by the bank internationals policy....

or Someone (most probably whistle blower) needs to purchase a item without raising the alarms, or without changing the rates. which is control by the sri lankan Central Bank. so once they dont have have signing authority over the unstable exchange rate, value of the item/s constantly will change,
