When this country will give equal rights to people. Why do they gave special for department members?

If it's same position should be equal qualifications. Unless that way selection board can favour to there members. They must give equal ground to play.

I can't argue much as I don't know exactly. But, it seems, they've given equal ground to play. How the interview board become bias? They've clearly published, what they interviewing is qualification beyond the minimum. So Anyone got minimum qualification for A\L has to get points additionally. Same way, considering minimum qualification for O/L, other ones have to score additionally

being experience inside the dept is dedicated for minimum qualifications. So that, now the interviewer has to care only about additional qualification, experience or any special skills. Am I correct?

Few months back I saw some photos of Interviewing criteria for degree holders and it is far better improvement in country. only 5% marks for performance @ interview. All other 95% must be earned by the applicant showing valid proofs. I don't know whether it is continuous criteria or not. If not there may have bias interview as you questioned. Anyhow, normally there is maximum percentage for internal recruitments. As I not wrong, that percentage is 20-40 %
