The wider issue is this. You are the developer and you can pass on the ownership of the copyright or do licensing.

When your client requests for the ownership of the code, at the end of the day, they will pay you and you got to grant them the copyright of the code you develop for them. They know that there is potential future value in it - or rather the IP (intellectual property) value in it.
What happens then is that you will lose the ability to use that particular code for any other future client, unless you obtain a license from your customer for this usability.

When your client buys an off the shelf product from you, then you would sell a license. With a license, the do not get the ownership of the source code.

OTOH, you could also provide your client with a License that entitles him to use and also to modify your source code - but the code remains shared - so that you can use it for other projects.

I personally think that the re-usability of your own code could be important. Also you may have already used that particular code for other clients. There are “perpetual, paid-up license” facility that protects your ability to re-use coding.

It's a fairly complex issue and only a lawyer in this field or someone who has an in-depth knowledge about the mechanisms involved can give you proper advice.
