Racism is everywhere, but from what I have heard canada is better than Ausi ,NZ and US (I only can speak of canada coz im living here).
And this is canada's new parliament, as you can see there are so many brown people in highest places in the government.

Including our new minister of defence

There will be a (well documented) disadvantage if u have racial black brown or yellow name when you are applying for jobs. But that's mainly due to who's in the hiring process, there are laws against discrimination.

As for the education 4 yrs degree from SL is valid for all of the post secondary institutions, in fact the easiest way to get in here is to apply for masters degree (what I did).

Med / dental / vet degrees have restrictions (you cant practice here without re doing some exams).

MBA would be so damn expensive, your best bet would be to do a 4 yrs degree in SL and apply for masters.

depends on your qualifications, usually you have to do a teaching assistantship (TA) as a requirement of your scholarship.
we only have few universities here, only about 12 , compared to 2000+ in USA.
just go through each university website and find out when they are calling for admission, contact some profs ect.
do your IELTS (academics) and I would highly recommend the following website , it was so helpful for me throughout my PR process.
