these are two different technologies,
3G(3.75,HSPA,HSPA+ etc) use different frequencies,which are only captured by 2100MHz band supporting devices such as Data cards,3G phons

But LTE using different frequency, At Dialog I think 2400Mhz range, Also there are only 2 "enodeB" (4G signal transmitters) at whole Kandy district
1 at Hanthana & other I think Kotugodalla weediya(not sure)

Also this is not for mobile customers,
this is for fixed Broad Band customers,
technology which using is Time Division Duplex,
If you using mobile phone which supports LTE need to wait until they lounch Frequency Division Duplex. Only in Colombo suburb areas now.

Near future they will start TDD LTE at Galle, Gampaha, Jaffna & Nuwara Eliya.


But for Mobile Broad Band customers there is good news.
These days Dailog upgrade there Transmission network for high speed data rate, mean while they give HSPA+ Dual carrier service as well.
