Engineer and Technical officers in sites does the same job and both are not called as engineers. this law is mostly to get rid of "software engineers" and "sound engineers" etc. most private uni degree holders can get IESL associate membership after doing their exams. you have no idea about the difference between SLMC and GMOA. you think both are the same and you are arguing about ECSL without a basic knowledge about the matter
I can see the dabate heating up.. But what you say could be correct. All of a sudden the people who completed a two year course became '"Software Engineers". They were called "Programmers" before. (and really still should be classes as such)
There are four year Software Engineering courses offering a BSc and I guess they should be fine.
