no hackforum filter user by ip ( by country)
so you had to change your ip by using "hide ip" google for this
change your ip by choosing UK as country
it will work :d

  No, the website often goes down because since it is a hacking website. There are topics on how to crash websites, and people use it against hackforums. Also, it gets taken down for legal reasons every now and then, and then they have to change their servers.
