I know another forum who is doing it but no idea how the hell they identify multiple user accounts related to an ip address. They dont use phone number verifications, probably using a different technology!

there's a plugin that can do this.
This was discussed with GTRZ few years back. one of the main reasons this didnt get implemented was that most mobile and broadband users are behind proxies at ISP level so limiting one user to one IP will automatically block a lot of legit users.

you can easily find a mac address by pinging on a single subnet network. once the ping hits a gateway you cant tell the remote ip-MAC Address. this means its really hard to track a mac address on a public network (internet )
