The short answer is that it's possible - if the mother was standing and has happened before. It's a rare event. Now because of social and mainstream media these gets much publicity. It has even happened in other countries, accidentally, sometimes with no part being played in nursing negligence.
The exact circumstances are not clear in this case but it's reported that the baby was preterm and had very low birth weight too. It's very sad that this happened but the hospital Director should refrain from making these type of comments to the general public.
