Correct. It's a collection of tribes... Tribalism comes first. Actually the the loyalty order is first the Family then Tribe. There are over 40 groups with around 50 languages. No point anyone trying to impose a democracy on them. They are never used to that concept. Their allegiance is to the tribal warlord first.
Pushtuns are the majority and then there are the Hazaras, Kafirs, Tajiks, Uzbeks etc...

Tribal mofos just fighting each other. Eventually more and more war lords will jump the ship and continue their usual raping life under Taliban law.
