I know this is a seemingly stupid query. But most lorries are very old outdated vehicles and overloaded and struggle to maintain proper speeds required by the highway. So those are almost like standstill roadblocks to the rest of the vehicles.

Yes.. Many times I have seen lorries/half lorries without tail lights. Also sometimes they park on the side but half jutting on to the lane in heavy rains when there's low-visibility. Real idiots.
They should check at the highway entrance and stop and turn them back if the lights aren't working.
