If you are looking for a really cheap ticket, get a visa to Dubai and do a self-transfer at Dubai. You can try Flydubai, FitsAir or Sri Lankan from Colombo to Dubai and then book a ticket on Pegasus from Dubai to Stockholm. This should be cheaper than booking all the way through.

Don't try this if you are first time flyer.

No. Dubai doesn't give visa on arrival for Sri Lankan passports. However, if you have a Schengen visa, you should be able to get an e-Visa to Dubai.
