I think it's the cheapest, when you get full 6 hours unlimited data for 100 rupees. But the time is the issue Also I think it should be categorized as time based package not data based.

Some packages have both characteristics though.

Mobitel 89 is good for that price. They give 450 MB but the speed is limited to 1Mbps.
