If you scan your VAT refund form which you got when you purchased the items, and the passport at the departure kiosks, you should get the refund automatically to the bank card. Its not complicated.
Most VAT refund schemes around the world, not just in Dubai, are processed by a company called Planet. But I've noticed timelines can vary. For example, my purchases at Milan airport took about 4 weeks. In Paris, it took only two days, in Dubai it took around a week, but its all processed by the same company.

Try contacting the Planet helpline machan. It normally doesn't take 3 months as far as I'm aware. Sometimes your card provider may have rejected the funds. Did you use a Sri Lankan debit/credit card?
