Generally Adsense shows up if you have at least small amount of English content as per my experience. The news sites you say may have premium adsense accounts (which I doubt though). Or else they are using Adsense code against Adsense TOS (which is likely). You may even report breach of TOS by any site by clicking on the triangle (ad choices) on the right top corner of any adsense ad.
