Well a brand new(2018) Panda costs 2.275mil as of now (Auto) - There's no Jap car that could even come close to that budget, even the lowest grade 2017 Japanese alto would cost 2.5mil at least
Doesn't this apply for all the cars. You can't sell any car bought unregistered, for the same price unless car market unexpectedly changed.

it was in early 2014, before the tax reduction in 2014 nov budget and 2015 jan yahapalana interim budget. I'm sure he spent more than 20 lks.
