You don't need to apostille anything it's a common misunderstanding by IND employees in NL. They sometimes mixup processes between India and Sri Lanka.

Note that there's no apostille requirement for Sri Lankans. just explain this clearly to whom ever sponsoring your mvv (hope it's your new company in NL) and ask them to forward it to IND to clear the confusion.
