I think the reason for this is project vs product companies
Countries like Sri Lanka, India, Vietnam has more project based companies than product compaines
But USA, UK etc has more product companies than project based (because it is not feasible to success with project based with because of cost of living & high salaries)
So 1 Sri Lankan project company with 40 employees has many projects running, let's say 10 outsourced projects handling
Comparing to the same size of employees product company in USA or UK, they have maximum 2 to 3 internal projects related to the products they have
Sri Lankan company has 10 projects means there is a requirement of 10 tech leads to lead those projects & they need more SSE to support tech lead. One more thing, most of the time when these kind of companies bill the client, rates change depend of employee title. 1 project has more SSE means they can bill more to the client saying we have included 3 SSE to your project.
On the other hand USA, UK company with 3 internal project only need 3 tech leads to lead the projects & according to the same ration number of SSE required are low too. They don't want to have more SSE title for project success
Sri Lankan IT culture got used to promote SE -> SSE -> Tech Lead with few years experience apart because of majority project companies. Companies like WSO2 which is a product company also has no choice but to follow the same promotion cycle, otherwise they won't be able to hire new people from Sri Lankan IT community
USA, UK don't have to adopt to this promotion cycle & they continue having requirement of 5 to 10 years experience to be SSE and so on.
So conclusion, IT field title is relative to the country you are working

From what I've heard, product companies like IFS do not adopt this typical SL promotion cycle.
According to the people in SL industry, their promotions seems really slow (takes around at least 3 to 4 years to bump to the next position in the career ladder).
But the slowness kind of makes sense when we compare with USA, UK as you have mentioned above.
