Technically he can use a cli web browser like lynx. This is your reply in lynx. Need to install unicode though.
But, what he is saying is that he need ssh, telnet, etc for daily work and whatever os with those facilities is fine.

Manjaro is based on Arch. There is a good community around it. Some of my friends use it.
Customizable OS. Rolling distribution afaik.
