looks like a criminal action where there is no provision to confiscate (eg Dangerous Drugs, Animals, Forest,customs offences etc) . If so the vehicle will only be a piece of evidence that needs to be produced as an d when required by the court for identification of the item. Eg Motor traffic Act . If there is no positive identification of vehicle nothing to be alarmed.
Vehicle can be transferred unless there is a condition prohibiting(normally this is not so but needs to examine the bond signed at the time of release of the vehicle).
So on the facts stated , there is no restiction for sale and there is no way vehicle can be confiscated. If the owner is abroad that can be addressed differently , and I do not know the requirments of the RMV. If it was land the transfer is though a power of attorney.
