pardon me for jumping in the middle but i think its you who doesn't have an idea about what you are talking.
1.Not all the iesl recognized degrees conform to washington accord ( some of them are still under consideration or haven't renewed )
2. Other countries like uk there's a path for un accredited degree holders to take the ieng/ceng status. Even the city and guilds pgd holders full fills the academic reqruitment for charted status.(IESL also state that they consider those but candidates have to do tons of iesl course modules to get the membership + AL)
He can't distinguish between professional qualification and academic qualification.
Lawyers don't even do a degree.They are professionals.Academic qualifications is just a plus one.
There should be more than one path.that's all i'm saying.Creating a monopoly is unfair.
