PR is not an issue coz going only for studies. economy..well not going to live in that country for long time no, just going to that country for studies and later if he gets a job he will do it if not he will come back well yeah living expenses is high but as far as I think same as in Aus right? well how do you say machn "cannot get much from part time"? are you sure about that? as far as I got to know its possible to manage living expenses by doing part time. yeah sin-tam issue...but I think that is mostly in London area and this university is far far from London actually in Scotland
