You can't deposit foreign currency on RFC account as you wish.. In order to do that you should have foreign employment within last two years and your passport should have landing stamp from immigration in sri lanka within 90 days...

You can buy ad much as foreign currency from anyone. But its illegal to hold more than 2500 or equivalent to usd from any foreign curreny in sri lanka. And whats the point of holding to them if you can't move it to offshore. Surely you saw in evening news how foreign currency impound by customs in sri lanka.

NRFC no way.. RFC can... Last time I checked it said you should have a PR at least to open a NRFC

I'm a HSBC premier customer too bro.. You said receive foreign currency. You don't need any of these to receive foreign currency. A saving account is more than enough. But this guy is talking about converting LKR to USD. You can't do it even you have HSBC global account in some other country. In order to transfer funds from lkr account to offshore account even within HSBC you should have permission from Central bank governor. And only his approval make you telegrahic transfer eligible. . But if you're in BOI project and your investment earnings are the funds you need to transfer then the story is different. ..
